Jack Straw's statement at the Overseas Territories Consultative Council could not have come at a worse time, when the Gibraltar Government is about to present the House of Assembly constitutional proposals.

Once again, the British Government plays its hand at negating the People of Gibraltar their right to self - determination and lowers the 'sword of Damocles' a few more notches.

It is the utmost hypocrisy to talk about 'liabilities and responsibilities' when any inherent and/or contingent ones are solely of HMG's doing. Lord Howe's pension saga and Jack Straw's policy statement of 12th. July 2002 are cases in point.

All that HMG achieves from policies of this nature is to undermine investor confidence in the economy of Gibraltar and its Government. So much for HMG's concerns for good - governance.

The Voice of Gibraltar Group once again calls on all Gibraltarians to be vigilant of 'Perfidious Albion'. The 'on-the-shelf, gathering-dust' pretext is merely a red-herring to lull everyone here into a false sense of security and a calm before the next storm.

Since Jack Straw indicates that 'the role of Governors is at the heart of this', The Group will be holding a protest on Thursday 18th. December from 2.30 p.m., outside the House of Assembly to coincide with the swearing-in ceremony.
