Date; 10 February 1999 The Government has seen Spanish press reports claiming that Sr Matutes has in his possession a report commissioned by "the local authorities of Gibraltar" from a leading UK law firm which allegedly concludes that Gibraltar has to negotiate the transfer of sovereignty to Spain. The Government of Gibraltar has no knowledge of any such document. We assume that Sr Matutes is inventing facts, which he has been doing liberally during the last few days. If he has a document he should publish it. Gibraltar should guard against crude attempts by Sr Matutes to set hares running in Gibraltar.
