No 111/97 Date: 16-May-1997

The Government deeply regrets the news of the death of Jose Espinosa Gil as a result of a heart attack whilst sitting in a border queue yesterday evening. Whilst the Government is not aware of this gentleman's medical history, it is clear that the excessive delays at the frontier have long caused intolerable stress and strain.

The recent worsening of border queues has also affected pedestrians many of which are elderly and are required to stand for long periods. It is inhuman for any citizen with a right of freedom of movement within the European Union to be subjected to such treatment.

Yesterday evening's incident highlights that everyone who visits Gibraltar is capable of becoming a victim of the Spanish Government's politically motivated operation of its frontier with Gibraltar. The danger must exist that if delays continue as we approach the hot summer months, other incidents of this type could occur.

The Acting Chief Minister, Perter Montegriffo, has extended condolences on behalf of the Government of Gibraltar to the family and friends of Senor Espinosa.
